Numerous Indian citizens have been detained within the country and outside, for promoting or actually joining the Islamic State in Iraq and Syria. ISIS is also called Daesh, in Arabic, the name which its leadership apparently hates. Others simply call it Islamic State. Either way, whatever names it carries, the fact that it exists and that its support within India is enough to draw the attention of authorities makes it a threat. By every yardstick that can be applied, the IS is a global terrorist organisation that has a nihilistic world view and for the fulfillment of which it is capable of undertaking the most ghastly actions.

India has a vast network of Central Armed Police Forces and it is growing exponentially. So much so that it seems empire building is the norm rather than an exception. Over the years various governments have allowed CAPFs the luxury of expanding their numbers without taking stock of what is rational, what is required and how much is necessary. So much so that the various CAPFs are multiplying to such an extent that they now seem to be duplicating roles and some even triplicating as well. So now there is the sight of some BSF battalions during duty on Delhi roads. And the ITBP proudly displaying its dog squad.

The most critical events in the world of defence and security revolve around the Islamic State, its territory and global efforts to wrest it back into freedom. Violence in Yemen, Nigeria, parts of North Africa and other hot spots pales in global importance when it comes to IS and its ghastly apocalyptic vision. So the world ranged against it conducts regular air strikes to beat it back, destroy its headquarters, takes out its key players through armed drones and tries to cripple it financially and economically. These efforts have been going on from sometime in late 2014 and yet the IS continues to sustain its terrorist campaign funded from the territory it controls.

13 November 2015 will long be remembered for a Friday that brought chaos and carnage to Paris. Much like 11 September 2001 did to New York and some other cities of the United States. Both dates and events, would be recalled in history as the starting point of the endgame in the campaign against Islamic State and Al Qaeda respectively. While 11 September proved to be the trigger that launched the operation which culminated in Abbottabad on a hot May night in 2011, how post-Paris events unfold is anybody’s guess, as yet. But it is certain that the war on Islamic State will see fundamental changes.

National Security is not the domain of any one service, any department or any particular field of profession. It is in fact the total outcome of various facets of human and national life that converge to secure a nation, a people and their lands. Since various fields of human endeavour contribute to making a nation secure it is worth paying attention to all that is possible in order to improve conditions. There is a need, nay an urgent requirement, to opening the minds in order to focus better on all that can contribute to making national security. Time is now.
