The analysis of the 2007 report on defence offsets by the US Department of
Commerce has stressed that the policy implementation stage is the most
vital stage wherein a National Offset Policy needs to be clearly formulated
with goals to be achieved and defined.

Commissioned into the Mechanised Infantry in Dec 1982, the Gen Offr has commanded a Mech Inf Bn, an Armoured Bde and an Infantry Division. His key staff appointments include BM of Mountain Brigade in CI ops, G1 ops of an Infantry Division during Op Parakram, Col Adm of Uniform Force (RR), Director PP & FD, HQ IDS and MA to VCOAS.
