Chief of Defence Staff, General Anil Chauhan speaks at Raisina Dialogue

General Anil Chauhan, India’s Chief of Defence Staff, addressed the Raisina Dialogue 2025 at the session titled "Verses and Wars: Navigating Hybrid Theatres." He underscored the dynamic nature of modern conflicts, emphasising the need for adaptability and strategic foresight.

The General stated "the global security environment is marked by uncertainty and a rapid amount of change, pointing to the increasing prominence of cyber operations, disinformation and economic coercion as essential elements of contemporary warfare.”

Stressing the necessity for forces to be equipped not just physically but also intellectually to counter hybrid warfare, he noted that the biggest challenge is to train people for unconventional threats.

He also addressed the growing role of information warfare, stating, "disinformation is another challenge, which is a part of a larger battle of minds. With cyber threats and misinformation campaigns becoming potent tools of modern warfare, he called for enhanced intelligence mechanisms.

He reflected on India’s historical experience in countering asymmetric threats and remarked, "Much before the West invented terms called war on terror and asymmetric warfare, India developed strategies to deal with sub-conventional kinds of conflict. So, we have called it conflict, which is below the threshold of a conventional kind of conflict. And as far as the lessons are concerned, I think the biggest lesson is that there is no substitute for boots on ground. Technology can only be an enabler but it cannot replace people. I think that’s very important.”

He said “I think the global security environment is marked by two aspects- one is uncertainty and other is rapid change. The biggest challenge that we face is to train people for hybrid kinds of wars as well as conventional war. Elaborating on it, General Chauhan cited the rapid pace of technological advancement and said to train people on technology absorption is a challenge.
