European Leaders’ Summit: Ukraine Peace Plan

UK and European Leaders collaborate to draft Ukraine peace plan at the European Leaders’ Summit in London two days after Volodymyr Zelenskiy clashed with U.S. President Donald Trump. British Prime Minister Keir Starmer said European nations stand at a “crossroads in history” and must realise that “it is time to act,” following a defence summit on Ukraine.

British Prime Minister Keir Starmer announced a four-step plan discussed at the Lancaster House meeting, including a commitment to form a “coalition of the willing” to uphold a peace deal in Ukraine and ensure its security. He said ‘European leaders had agreed to draw up a Ukraine peace plan to present to the United States, a vital step for Washington to be able to offer security guarantees that Kyiv says are essential to deter Russia.’

European leaders agreed they must spend more on defence to show Trump the continent can protect itself, and the European Commission chief suggested the bloc could ease rules that limit debt levels. Prime Minister Starmer announced a £1.6 billion finance deal to help Ukraine acquire over 5,000 missiles. 

The four-step plan for Ukraine, as stated by Keir Starmer is: “First, we will keep the military aid flowing and continue increasing economic pressure on Russia to strengthen Ukraine now. 

Second, we agreed that any lasting peace must ensure Ukraine’s sovereignty and security and Ukraine must be at the table. 

Third, in the event of a peace deal, we will keep boosting Ukraine’s own defensive capabilities to deter any future invasion. 

Fourth, we will go further to develop a coalition of the willing to defend a deal in Ukraine and to guarantee peace.” 

Zelenskiy said he left London with "Europe's clear support" and readiness to cooperate. He said "There will be diplomacy for the sake of peace, and for the sake of us all being together - Ukraine, all of Europe and definitely, definitely America."
