Maldives President Mohamed Muizzu ratified an amendment to the country's immigration law on 15th April 2025, officially banning Israeli passport holders from entering the nation. The amendment introduces a new provision to the Immigration Act, expressly prohibiting the entry of visitors with Israeli passports into the Maldives
The ratification reflects the Government’s firm stance in response to the continuing atrocities and ongoing acts of genocide committed by Israel against the Palestinian people. This legislative move, passed by the Maldivian Parliament, is a response to Israel's military actions in Gaza, which the Maldivian government has condemned as acts of genocide against Palestinians. This is a characterisation that Israel disputes, saying its actions are in self-defence following Hamas's attack on October 7, 2023.

The decision to ban Israeli nationals was initially proposed by President Muizzu's cabinet in June 2024. However, its implementation faced delays due to internal debates and concerns over potential economic and diplomatic repercussions. Notably, the Attorney General highlighted the complexities of a blanket ban, pointing out that many Palestinians hold Israeli passports and such a measure could inadvertently affect them.
Despite these concerns, the government proceeded with the ban, which specifically targets individuals holding Israeli passports. Israeli citizens possessing dual citizenship with another country are exempt, provided they travel using their non-Israeli passports.
Domestically, the ban has garnered support from various political factions and the public, reflecting widespread solidarity with the Palestinian cause. The government has also initiated a national fundraising campaign titled "Maldivians in Solidarity with Palestine," aiming to support Palestinian citizens through the United Nations Relief and Works Agency for Palestine Refugees.
Internationally, the decision has elicited mixed reactions. Israel's Foreign Ministry has advised its citizens to avoid traveling to the Maldives and recommended that those currently in the country consider leaving, citing potential difficulties in receiving assistance if needed . Additionally, U.S. Congressman Josh Gottheimer is drafting legislation to condition U.S. aid to the Maldives on the allowance of Israeli citizens, highlighting concerns over discriminatory travel bans.
